Administration-Supervision Program

I. Program Description

The Educational Administration program at St. Lawrence University offers three options to graduate students:

A. SAS Option: This option is for students who have temporary or permanent certification in teaching, do not possess a master's degree, and wish to qualify for certification as a School Administrator/Supervisor (SAS). These students matriculate in the program of study leading to the Master's in Educational Administration (M.Ed.) and the Certificate of Advanced Study (CAS). These students must complete 33 semester hours of approved graduate work and the six-semester-hour internship. These students may continue work leading to the Certificate of Advanced Study, which requires an additional 21 semester hours of approved course work (60 semester hours beyond the bachelor's degree). Students completing this program successfully can be recommended directly by the University for SAS certification through the registered program route. Until February 2004, this option is available as a route to permanent teaching certification as well.

B. SAS/SDA Option: This option is for students who have permanent certification in teaching and a master's degree, and wish to qualify for certification as a School Administrator/Supervisor (SAS) or School District Administrator (SDA). These students matriculate in the program of study leading to the Certificate of Advanced Study in Educational Administration (CAS) following the same procedures required for the master's degree program. These students must complete 24 semester hours in EDAD and the six-hour internship in school administration and complete a total of 60 graduate hours to qualify for the CAS. (The student may concurrently earn the M.Ed. in Educational Administration from St. Lawrence University if he or she completes 33 semester hours of approved graduate work.) Currently, students completing this option must apply for SDA certification through NYSED's transcript review process. After this option is registered with NYSED, students will be able to be recommended directly by the University for certification through the registered program route.

C. Non-Certification Option: This option is for students who have a baccalaureate degree but do not have experience in public education or a teaching certificate, but wish to pursue the M.Ed. in Educational Administration. These students must complete 33 semester hours from the program of courses for administrators and supervisors, but they will not complete the 6-semester-hour internship. These students will not qualify for certification as a School Administrator/Supervisor.


II. Additional Requirements for Entrance

Because most students seeking admission to the Graduate Program in Educational Administration already possess graduate degrees, special requirements for entrance into the program are necessary. Program entrance is accomplished through five steps:

1. Candidates must complete the Department of Education's standard application form.
2. Candidates must supply the program coordinator with official transcripts of all undergraduate and graduate work.
3. Candidates must supply evidence of satisfactory completion of three years of educational work in public schools. This requirement may be waived by the division, with the understanding that the student cannot be certified until this state-mandated requirement is met.
4. Candidates must arrange to have three letters of recommendation forwarded directly to the program coordinator. The writers of the letters are to be individuals who have first-hand knowledge of the candidates' professional and/or academic competence.
5. Candidates must take the Graduate Record Examination (GRE), and have copies of their scores forwarded directly from the Educational Testing Service to St. Lawrence University. If any candidate already possesses a master's degree, he or she may petition to have this requirement waived.

Upon final receipt of all transcripts, letters, scores and other materials, the department will study the documents and then arrange a meeting with the applicant. The documents and the applicant's expressed attitudes and goals will be weighed in a holistic fashion. No single shortcoming will constitute sufficient reason for rejection. If, however, there are low scores on the Graduate Record Examination, for example, combined with a poor letter of recommendation, this may constitute ample reason for rejection.

III. Program Mission and Objectives

The Educational Administration program at St. Lawrence University prepares educational leaders who possess the knowledge and skills necessary to create collaborative learning communities that enable all students to recognize and achieve their highest potential. Graduates of this program will promote the success of all students by:

1. facilitating the development, articulation, implementation and stewardship of a vision of learning that is shared and supported by the school community.
2. advocating, nurturing and sustaining a school culture and instructional program conducive to student learning and staff professional growth.
3. ensuring management of the organization, operations, and resources for a safe, efficient and effective learning environment.
4. collaborating with families and community members, responding to diverse community interests and needs and mobilizing community resources.
5. acting with integrity and fairness, and in an ethical manner.
6. understanding, responding to, and influencing the larger political, social, economic and cultural context.
7. engaging in substantial, sustained, standards-based experiences in real settings that are planned and guided cooperatively by university and school district personnel for graduate study.

IV. St. Lawrence University Standards for Recommendation for State Certification in School Administration/Supervision (SAS)

In addition to completing the requirements for the master's degree, students must also meet the following requirements in order to recommended for the SAS certificate:

1. A minimum grade point average of 3.0 must be maintained for all graduate work.
2. All requirements in the program in educational administration must be completed within six years of the date of matriculation, unless extraordinary circumstances merit a one-year extension.
3. Transfer students must fulfill the stated admission requirements of the department of education for graduate study.
4. The six-semester-hour internship must be successfully completed. The internship is one semester full-time or the equivalent. Standards for successful completion of the internship are stated in the University's Administrative Internship Handbook.
5. The student must present evidence of three years of successful teaching experience at the elementary or high school level, or variations thereof (such as a middle school or junior high school). The candidate must possess a valid New York State teaching certificate.

V. Internship

The internship in educational administration constitutes a supervised, full-time resident learning experience at an appropriate point in the preparation program. Full-time indicates that the only professional work commitment of the student is the internship; resident indicates a high degree of participation in a number of facets of administrative activity within the cooperating educational organization. The normal expectation for an internship is one semester of full-time work or its equivalent. Alternative models for the administrative internship may be explored in collaboration with the St. Lawrence-Lewis Counties BOCES, the local school districts, and the Educational Leadership Academy of Northern New York. They must be equivalent to a standard internship in terms of professional work and participation in administrative activity.

The following courses, or their approved equivalents, are prerequisites to the internship. These courses, at a minimum, must be completed prior to the onset of the internship. Under extenuating circumstances the student may request appointment to the internship before the completion of 18 semester hours of study in these courses:
