Automated External Defibrillator (AED) Program

Purpose:  It is the responsibility of St. Lawrence University to establish a written program outlining the guidelines and procedures for the management, maintenance, and usage of AEDs throughout all campus grounds.  SLU has an obligation to provide and maintain adequate life safety devices in accessible locations for all students, faculty, staff, and visitors of the University to help protect against and respond to emergency cardiac arrest situations. According to the American Heart Association (AHA) there are over 10,000 cardiac arrest cases in the workplace every year.  The use of an AED in a cardiac arrest event can double or even triple a victim’s chance of survival.

What is an AED? An AED, or Automated External Defibrillator is an automated device that sends an electric pulse or shock to a cardiac arrest victim’s heart to restore a normal heartbeat. They can be used on cardiac arrest victims of all ages and sizes.  AEDs that can be found around SLU campus are lightweight, battery operated, portable devices.  These units detect a cardiac arrest victim’s heart rhythm, and if appropriate, will send a shock to the heart to restore normal heart function.  AEDs are only used in life-threatening, emergency situations.

Scope: This policy applies to all faculty, staff, students, and visitors of St. Lawrence University.

AED Program Coordinator: The Office of Environmental Health and Safety (EHS) will provide the overall coordination of the SLU AED program including monthly inspections, data recording, maintenance, coordination with relevant department heads, and reviewing this program regularly.

Responsibilities:

Environmental Health and Safety: Overall program coordination across all departments, inspection and service of AED units, assisting with CPR and AED training, and establishing policies governing placement, maintenance and usage of AED equipment.

Safety and Security: Act as first responders in emergency cardiac arrest situations.  Contact external community 9-1-1 response team(s). Coordinate relevant CPR, First Aid, and AED training for SLU personnel.  Maintain security-issued AEDs in close by, easy access locations at all times. When off duty, store AEDs in a safe, room temperature environment.

Athletics: Maintain presence of at least one compliant AED within the general vicinity of any area or facility conducting intercollegiate sport practice, training, or competition.  This includes any indoor and outdoor event. At least one person who is trained in CPR and AED use must be on site during all hours of practice, training, or competition.

Medical Advisor:  The medical advisor will help oversee the AED program and provide necessary insight regarding AED equipment upgrades. The medical advisor will also make recommendations on training plans, evaluate post-incident data recorded by the AED used, and fill out the AED post-incident report form.  The SLU AED program medical advisor is Erin Casey.

Good Samaritan Law: The Good Samaritan Law provides liability protection to the AED user, prescribing physician, AED trainer, provider, and operator of the AED.  For more information, please visit the link provided here.

AED Equipment and Maintenance:  Each AED unit is inspected on a monthly basis and the following criteria is assessed; battery life, adult and pediatric pad condition, rescue kit inventory, 10-second run test, and overall unit functionality.  The information is recorded and documented by EHS.  Any impairments found during inspection are documented and a corrective action plan is put into place.  A malfunctioning AED unit may be taken out of service until necessary repairs can be made.  Currently, there are 3 different models of AEDs campus wide, they contain the equipment listed below.

  • Cardiac Science G5: Adult electrode pads, pediatric electrode pads, CPR mask, razor, scissors, disposable gloves.
  • Phillips Heart start FRx: Adult electrode pads, a pediatric adapter, CPR mask, razor, scissors, disposable gloves.
  • Zoll Plus: Adult electrode pads, pediatric pads, CPR mask, razor, scissors, disposable gloves.

Refresher Training: Trained employees will renew First-Aid and AED training every two years.  Volunteer responders should obtain documented renewal training at least once every two years.  Volunteer responders are encouraged to periodically refresh their AED skills.  CPR and basic First Aid training may be provided in-house by certified campus staff annually, given there is enough interest from the campus community. 

Post-Event Review: Following the emergency deployment and use of any AED, an AED incident report form must be filled out within 24 hours.  This report should be filled out by either the medical advisor, or campus safety and security.  All incident related information stored in the AED should be provided to the Safety and Security office, the medical advisor, and EHS.
